is a choke balun. It does not matter which way the SO239s are connected. It is a choke either way.
Typical employment is to place it in a feedline at the point where you want RF to be choked off on your shield.
On a no-balun dipole or an OCF this would usually be very close to the feed point.
On an EFHW, the would be about 25’ from the 9:1, 49:1 or 64:1 Unun to provide a counterpoise on the shield but also limit its length.
There are other antenna dependent uses.
Some people also place them in line where the feedline exits the building to reduce or eliminate RF in the shack. Some let this home entry choke stand as their counterpoise too.
