Do I need the Maxi choke with the static bleed feature…and what if my swr is over a 5:1… will it harm the Maxi choke

No, you do not. The Maxi choke will not do anything to help improve your SWR. It reduces noise and reduces some of the feedline radiation. An swr of 5:1 will not harm the maxi choke, but the choke will not do anything to improve your swr. However, you would be better served to try and reduce your swr, by grounding, length of antenna, surrounding objects, height, frequency, etc. I assume you have an antenna tuner already.
