I live on the fifth floor of a seven story building, on Florida’s West
Coast. My windows face west. I have no roof access. What would you recommend
for a HF antenna?

I would recommend a rotatable dipole using two hamsticks, a small mast, and the Intellitron AA-1602.

and two Shark hamsticks for the same band (one for each leg of the dipole)
I recommend the standard size Shark hamstick of 44 inches and not the mini.
Probably your best bands will be 20 meters and 10 or 12 meters.
The good thing about this set-up is that you can also use it portable, like POTA.
If you have access space in an attic or crawl space i would recommend the Radiowavz 40M,20M,10M End Fed Half Wave Multi-Band Antenna - EFH402010 which is only 40 feet and is multiband
